The competition will be conducted on a points system, with each activity base worth a possible 100 points. The Camp 'Officials' will also be walking around each campsite checking for hygiene and safety during the weekend. Each Patrol must camp as an independant unit, however, meals may be taken as a Troop. Each Patrol is encouraged to make its own site and "Brand" 'stand out' from others.
Each activity will be allocated 50 minutes. A further 10 minutes is allowed for movement between bases. Points will be deducted from an activity total for late arrival at a base and if participants are not wearing a hat, a collared shirt or carrying a water bottle. Patrols are to remain at their base until the end of each period.
Various Groups will be responsible for the setting up and conducting the activity bases. Those operating the base will need to supply the necessary equipment. Pre approved limited funding is available for activity resources.
All youth member participants will receive a competition emblem to wear on the uniform pocket.
There will be three Pennant award levels for the Cotter Shield competition. They will be:
Green Award - Top 5%
Blue Award - Next 10%
Red Award - Remaining 85%
In addition, the Patrol which achieves the highest points total for the camp will be deemed holder of 'The Cotter Shield'. The Patrol name will be engraved on the shield.
The skills needed to complete the various activities are all part of the Scout Award Scheme. They range from basic Pioneer skills to some of the more advanced Adventurer level requirements. It is not expected that every member of a Patrol will have the necessary skills however at least one person in each Patrol should be familiar with what is required.
The Patrol Leader of each Patrol will be expected to control and coordinate the activities of the Patrol. Most activities have additional points for Patrol management. The important thing to keep in mind is to work as a Patrol.
All Patrols should check the posted map of the activity site, and timetable. The onus will be on each Patrol to manage their time. The activities are designed as fun ways to test your skills.
